So long as you are not looking for nightlife but for the surfing and meeting great people I would say Lembongan wins hands down. Stay one night in Kuta and then catch the Perama from Sanur. Leaves daily at 10am costs 45,000rp. There are sooo many places to stay and the majority of rooms are 50,000rp to 80,000rp per room a night. Food is great and the locals lovely. Heaps of young balinese surfers. 3 great reef breaks.
The other place I would recomend would be Baliaan, it is past Changuu and before Medowi. Great surf but not many places to stay, one good one Baliaan surf bungalows, overlooks the break and around the 200,000 rp mark for 4 people. We loved it.
And you can go and stay in a losmen at Bingin, Dreamlans or Pedang. All great spots.
