Surely protein powder is not a banned substance? In fact I understand that there were two balinese highly placed in a recent European bodybuilding event. Which would lead me to believe that he will be able to buy it there quite easily.
Have you considered protein bars? Easier to transport than Powder.
If all else fails just tell him to put it in his boogie board bag and he'll be fine.
