Definitely go to Jocelyn's in Kuta Square. Have managed to buy size 46 and 47 there a few times. Also if it is sneakers you want you can get those sizes in the sports stores in Kuta Square and also at Mataharis. If you are after cheap sneakers then the little right angle cut through arcade between Melasti and Legian Streets has some very large sizes.
