My husband and I have been to Bali twice in the past 6 months and both times make sure that we have our first meal at Bintang Lima.
We discovered it on our first trip and really love it.
It is located close to Jalan Oberoi, but is on Jalan Raya Kerobokan, just on a curve in the road, where Jalan Raya Seminyak turns into Kerobokan.
It is really cheap, with cold Bintangs and Indonesian food.
Each time we have gone there is hardly anyone there, but we enjoy it.
Is not as slick or touristy as the nearby restaurants of Jalan Oberoi.
Try to look at Mic's site - at the maps section for Seminyak - the second map on North Seminyak does show the exact location of the restaurant.
