I have found them fine leaving from Sydney though coming out of Bali they are out to squeeze every ounce of excess baggage out of you. If they do weigh your hand luggage on the way there and its over, they will just get you to check it in, so have a lock ready.
I am sure tampering is the rare exception rather than the rule.
