We love walking through resorts and having a look. Most of the time you can do this with no problems. Likewise if you wanted to swim in their pools you probably could - just act as if you are staying there. May have issues getting towels etc.
Likewise some of the bigger resorts are stricter. We often stay at Hard Rock and have witnessed on many occassions vistors being asked to leave if they are not staying OR have not paid the entry fee.
On the main though, you could get away with it in most resorts - not that we do this.
