My understanding is that if the client has paid in full then it is in the lap of the agent to wear it. This is between the agent and the wholesaler or airline. they are aware of the levies and should act accordingly.
If you have only paid a depoist then the tickets in fact have not been purchased but only held and then will incur the relevant increases.
The client should be given a heads up as to whether they pay before or after the due date so as to skip the charge or wear it.
My advice to you all is to contact your agents to see what the situation is. The main airlines to Bali that we all use have all just issued the Levy dates and costs.
Once a payment is received by the agent and then paid to the relevany wholesaler then the ticket really goes into a queue for issuing. A Whoelsaler will not issue a ticket for December when they are furiously trying to get the current ones out to clients.
All are reluctant to issue tickets until closer to departure as in the event of a schedule change they may be forced to re-issue which has a cost involved and they try to keep the costs under control. If you have your ticket and the dog eats it or you spill a glass of milk on it then the re-issue charge can range between $75 - $200 depending on the Airline.
Hope this calms you down a bit. I realise therei are some rogues out there but it's not all bad. The Travel Agent does not set the Ticket deadline the Airline does and yes that is about cash flow. Nothing anyone of us can do about it but buy a row boat.
