It is the airline that has imposed the fuel surcharge not the agent or the wholesaler. The agent/wholesaler will be going on the information they have recieved from the airline. Most agents will inform their clients of this new cost & if you have paid, in Full before the date that it is implememted set by the airlines, you will NOT have to pay the increase, however if you have made a group booking ie everyone in travelling party on same booking you may have to pay if everyone has NOT paid in full. EVERY wholesaler has different rules/guidelines and a good agent will be looking after you as a client to save you money! The different amounts quoted are astounding and the only person that wiil know what you have to pay is your agent. EVERY booking is different eg location, stops, airline to mention just a few. Some travel agencies are very busy, you are not the only booking they have on their books! If you think this may effect you. CALL them, they will appreciate it & it may save YOU money not the agent THEY will recieve no money from the increase the AIRLINES impose!(or any other source that is causing the increase in crude oil) that is another story!
