whenever a fuel surcharge takes effect, the airlines allow approximately 1 week for people to pay for their tickets in full and have them issued to avoid the surcharge. Once the ticket is issued you DO NOT have to pay the surcharge. Obviously, for those who dont pay before the deadline, then they will need to pay the fuel surcharge when they pay in full.
