I would assume that nail clippers would be picked up in your hand luggage and confiscated. If you have an outer compartment on your suitcase you could put some scissors in here, use a lock and key on it and use cable ties where ever. That way you can produce scissors to cut them. Personalise your cable ties with some nailpolish / spray paint or anything else you can think of.
