Never stayed in Sanur so can't help you there.
Resor Prima in Candi Dasa is good value. Clean comfortable double room, aircon, fridge, TV, H&C, breakfast included. Pool and right on a good white sand beach with coral reef. Asking price last August 150,000.
Plenty of budget places in Padang Bai, just turn up and look around.
Only stayed at Tjampuhan Hotel in Ubud. Wonderful, but not budget.
I just wander around and negotiate for what I like the look of. Print out the internet prices for places you think you may like, when bargaining you should not need to pay any more.
