I think I'll cable tie (personally coloured) the zip to the tag and then cable tie the luggage straps together on my stripey bags! Actually you could do quite a lot of cable ties ..... the mind boggles! I'm using tape as well but not relying on it totally. In fact I'm throwing everything I've got at my stripey bags! I guess all we can do is deter people from targeting our bags in the hope they'll go to "easier" ones. But I think taking photos helps back up any case you have - just be sure to get something in the background that substantiates your claim of where and when you took the photo.
