Rec's for 20yo's to stay

I am asking this query on behalf of my young neighbours who are planning a trip to Bali. They are aged around 20 and want to be near the action. All are uni students, so on a budget, but not wanting to stay in the cheapest place, want a clean bed and bathroom!

I myself stay in Seminyak, so have no idea of the places that are 'in' around Kuta for the younger set.
Can anyone please send me some recommendations I can pass on?
