I could well believe this to be true.

We had exactly the same reaction from the Indo Govt when we wished to send a quantity of rebuilt used computers into Bali for needy schools & orphanages completely free of charge. They not only refused our request but placed a general ban on computers (other than for personal use) because "we were taking trade away from local businesses" and "Indonesia is not a dumping ground for everybody's old rubbish"

The other question could be whether the clothes were mentioned on the original Customs Declaration as we had this problem with a sea container of medical equipment that also contained several boxes of second hand clothing. The entire container got impounded because the clothing alone was not declared.
