If you want to go where most of the people go, then there's plenty of bars in Seminyak (north of Kuta, an easy and cheap taxi ride) or you could go to Paddys or Bounty in Kuta.
There's plenty of bars all everywhere though, including some in restaurants. All are great places to meet people. I'm a single female and travel to Bali alone and never have problems meeting people, and I've never even gone to the nightclubs (I'm a bit old for them at 32).
The pool bar at your hotel can even be a great place to meet people.
Just go and have fun without looking for a singles bar, and you'll end up with a better result than going to a "meat market" anyway.
