When I lived in Bali I met expats who imported second hand clothes from Australia into Indonesia and produced those woven rag door mats and other recycled products from them and then sent them back to Australia where these products incurred no tax or duty becuase they were recycled product. Then, because the clothes were being sold by charities in Australia and were sold by the kilo/bale/ton and were dirt cheap, it became obvious there was a market (excuse the pun) for these second hand clothes that did not involve shredding them. Hence there is now a huge amount of this product around and peopple flock to the local markets to buy clothes for 5000 a piece!!! That's what i know and probably explains why they banned it.
