We use coloured cable ties, as my hubby is an electrician, & gets them for nothing at work. Would never use black ones as they can easily be changed, but a bright coloured one you can soon tell if it's missing or been replaced.
We've never had to open our bags, only hand luggage, as we always go through the something to declare both here in Melbourne & in Bali.
