Garuda does 4n min accom package too.
Timeout can use Air P or Garuda for what they wish to do.
( I am doing a min 4n with Garuda in April & have done same with Air P before)
Was not possible with Aust Airlines
January is not all peak for the airlines or hotels.
For airlines it is usually peak, shoulder & low (with peak earlier & low near the end)
Peak season for hotels usually ends in the first 10 days or so.
I think they are not packaging all accom with airfare because ...
the accomm they are looking at is not contracted with a wholesaler & booking direct often gets you accomm at a place that you prefer rather than the "well touted" popular hotels and at an affordable/reasonable/cheap price
