"It's getting better all the time - it couldn't get much worse... " Sanur roads are being dug up to lay a sewer, but that only really affected traffic on Danau Tamblingan. Most of Sanur is ok for pushers (the wheeled sort (bg)). Markets would need care.. Maharaja has escalators, - can't comment on Ubud, too long since I was there with anklebiters.
