We were in Bali for the third time in September last year and my son and husband had several tatoos each. The one my son had on the back of his neck was stinging him and when we went back to have them touched up before we left, they would not touch that one up. The tatoo faded away but my son still has a very faint scar on the back of his neck in the shape of the tatoo and that is 6 months later. The rest of the tatoos were fine though. I have just read the article you referred to and I agree that the "henna" they used was indeed black. This was done by the tatoo guys just next door to Delangs near Mataharis. It is the same people who own the small Bagus Watch Stall. They were very friendly guys but I don't think it is worth ending up with a tatoo shaped scar. We are going back again in September this year and will be more careful.
Thanks for the info
