Probably postage would cost more from Perth.
Sending from Bali, you should probably factor in the cost of the book as well, because there's a fair chance it won't reach Sumatra.
Actually, either way there's a possibility it won't reach Sumatra, but at least sending it from Perth it's only got half the chance of being knocked off en route.
I don't think insuring it when sending from Bali would help much, but that's more an opinion than anything based on experience.
