these tickets are definately not a scam. I got them through Dynasty Hotel Party not some fundraiser in someones backyard so they are for real. there isn't any restrictions for who you have to book through or what hotel you can stay at. it is simply a ticket through Garuda Indonesia Perth/Bali/Perth. the only restriction been that you can't use it during peak periods of school holidays and it's non-reroutable and non-refundable. I have also put the price down (again) to $450 but have had a couple of people interested already so hopefully will sell it soon. Say if you were to stay at Dynasty for a week (accomodation is $350 for 7 nites) plus the $450, that's $800 and its if not the same, then cheaper than a package deal.
