If you are there at the moment the VOA is unable to be extended or converted.
You would have to leave & re enter on a tourist visa which would cover you for 60 days & needs to be arranged beforehand.
If you have not arrived in Bali yet..
A tourist visa will give you 60 days (cannot be extended)
or a social visa will give you an intial 60 days & is able to be extended up to 6 months at monthly intervals.
