The concern is about paedophiles. One in particular.
Whether or not a paedophile is in a foreign country or not is irrelevant. Paedophilia is illegal in Indonesia and in virtually all communities. There's no cultural differences involved in what we are discussing -- i.e. a European in Bali preying on children (in the case of the French dude, both Balinese and European children; in the case of the Tennis Player, caucasian children, at least).
