I have never been asked for that number except by the bank concerned or by a few overseas companies on the internet (didnt deal with them I might add) ... have never been asked for it by Telstra or Optus and have used both their phone payment services ... they ask for the 4 digit expiry not the code (unless this occurs in other states) ??
