The best way to get the best snorkelling is to stay on the island for a few days. The best snorkelling is on Nusa Penida and you can arrange a boat while staying on lembongan. The pontoon where the cruises take you is quite lame compared to Penida. just a thought, happy to answer any questions about Lembongan.
