My Daughter is Asthmatic, and on her last admission to hospital they didn't use a nebuliser, they used a Volumatic. They say that research has proven that the Volumatic is more efficient than a nebuliser. During a bad attack, she needed 16 puffs through the volumatic. Just a suggestion, not sure if it will be appropriate to your situation.
