I have never stayed at the Padma, but have stayed at the Mandira across the road and agree it is in a good spot for shopping, eating out, ect. I have stayed twice at the Kartika tho and it is a beautiful resort, lovely huge pool with swim up bar and if it was between those 2 then the Kartika would win. It is only a couple of dollars in a bluebird taxi, take's 10 minute's and your in Legian so not really a hassel. We stayed at the Santika last October and thought that was great, a bit more subdued and laid back, jeez I must be getting old. Cheer's Ronnie.
