Actually, in many beachside towns or towns with quite a surfing culture wearing bikinis esp. bikini tops around town is almost par for the course. This says nothing about class, it's just a reflection of the lifestyle. I grew up along the mid north and north coast of NSW and this is just how it is. Guys frequently just wear boardies and girls wear bikini tops. It's not considered bad manners.
