Rex was just saying that tourists making a noise in this night club area, which also happens to be a residential area for Balinese wouldnt even give a damn about whether their activities impact on the residents who have to sleep so they can go to work the next day, probably to look after tourists.
Just the same as people who wear bikinis in shops dont really give a damn if it offends the shopkeeper.
