Absolutely not - You paid for the seat you should be able to recline it as far as you want. If the airline did not want people to recline their seats they would not have made them reclinable in the first place. I agree that they should definately be put in the upright position when meals are served. As far as people behind you kicking your seat/children pulling your hair (ie other peoples comments) - I would say something straight away to stop it.
