If you are in any of the tourist enclaves then of course you can wear mini skirts around but even then, if you are visiting a temple or other spiritual or sacred place you should always cover up and dress and act respectfully. On Bali there is often a tolerance for Western dress and behaviour wherever you are but you still should respect peoples sensibilities whenever you can.
Other places in Indo especially where there is a strict muslim population you should always cover up and act in a way that locals will not find offensive. ie avoiding public displays of affection etc
