This whole question is extremely complex in Australia. Even our lawyers have problems resolving just which permits and registrations are required. If you ask any of the Govt Depts, they all suggest you require their particular license.
Being incorporated, a registered charity, and possessing a Charitable Collectors License are all different. The Char Collectors license here in WA is not valid in other states, for example.
The particular 'foundation' I think you are reffering to in Bali is certainly not the only one that has had questions raised about it. The same can also apply to a lot of Australian charities, I might add.
