the sofitel is closer to the restaurants you named, however the padma is more central to kuta and all the shopping of legian (also close to the shopping of seminyak!). cant comment on the standards of the sofitel..
the padma rooms are okay, you could get better for the price but they are very clean, huge bathrooms, cold air con etc. the pool area is magnificent as are the gardens. the garden cottages have much larger and nicer rooms, and are closer to the pool and restaurants. the staff at the padma are great and the breakfasts are to die for :) we stay there because we love the hotel, but more importantly because we love the location.
the 2 hotels you named are quite a distance from eachother, so you'll need to look into which location you prefer.
