I don't know about how radical the difference in the tides is but you definately get higher and lower tides over the full moon. We are surfers and there is always an increase in the swell over the full moon, especially in Bali. Can't comment about the shells but I do know that on a full moon tide over on lembongan you can walk out to the shipwreck, which is submerged most of the time.
