We hired a scooter several times last year when we were in bali and found that we did not need a licence. We just asked at a couple of shops/stalls that we were in and somebody always seems to know someone that will gladly hire you one. The advise we were given was, if we were to be pulled over by the police just smile and ask to take a picture with your camera as this seems to put them off asking you for money. we did get pulled over and they asked if we were tourists and sent us on our way with no probs. From my understanding from the locals is that ten thousand rupiah will buy your way out of any probs. You have to hire one though as it was a blast!!!
