They can only know so much about each hotel in each brochure. Next time you're in a travel agent's office, have a look behind him or her and see the huge array of brochures on the wall. Can you seriously expect them to know what ever hotel in every brochure is like - and what the state of the beach or street or whatever else around it is like at any given time?
Sometimes the beach is clean, sometimes it's dirty (usually after big rains). The agent can't predict what it's going to be like.
It also comes down to personal preference. He may have genuinely believed what he told you. Personally, I'd much rather stay in Seminyak than Sanur - but given the choice I'd stay in Legian before both of them.
But I also don't expect the agent to know what ever hotel in Bali is like when they're not Bali specialists.
