Would not say it was that close to the "action" as its in Tuban, but only a short cab ride away.
With the kids the ages they are, do you need interconnecting?
Sometimes it's quieter not to have them especially when they come home late?
Plus not really a teen - type hotel?
The idea of 3 cheaper rooms is a good one.
Legian Express hotel is right near the action -- nightlife within walking distance as are shops & restaurants.
Rooms are big
Not near beach though.
I have teens and they don't particularly like the Tuban area, prefer Legian/Kuta..but yours might.
My vote for teen hotel & location if you are going 3 rooms...all budget
