The children would have to carefully watched wading anywhere along Kuta/Legian Beach as it is a surf beach with an undertow. I dont think there are many shells to find these days, but depending on the season the sand can be very clean.
Maybe the Dynasty would suit you with your young family. I believe there is a very good kids club and good facilities.
The beachfront along sanur beach is much calmer, actually a little tidal so safer, with once again lovely sandy beach.
