we went to Bali for 31 days, with only 10 nights pre-booked. We've been doing this sort of deal for years. We flew Air Paradise. I'd heard people say that this could not be done, so I phoned Air Paradise Perth office on our return. They told me that they would do up to 35 days return at package rate, with a minimum of 3 nights pre-booked.
I would suggest that you phone Air Paradise yourself and get the facts straight from the horse's mouth and if your agent will not accomodate you in this way, then change agents.
