an international car licence is only useful if you want to hire a car in Bali. If you want to hire a scooter you need to either
1. have a motorbike licence in Australia so you can get an international licence endorsed for motorbikes and ride in Bali.
2. Get a tourist licence once you get to Bali. The guy you hire your bike from will take you to Denpasar to get it. You need your passport, you fill out a form, they take your fingerprint and photo and wait 10min or so while they make the licence for you. The official cost is 120,000rp it is valid for one month. Most hirers will say the licence costs a bit more because they want to be paid for their trouble - fair enough
