Snorkelling outside the reef is fine. Actually had better snorkelling in Fiji (don't tell anyone!), but it's fun to go on the boat past the reef. Don't forget to cover yourself or you'll burn to a crisp floating on top of the water.
There are plenty of other places to snorker in Bali. Lots of forumites recommend Amed (which we plan to try this year). Talk to your fellow guests. There's always someone that's been a dozen times and can give you all the information you want.
Have a wonderful time, and sink a Bintang or 3 for us.
