I put my request in for a 1st floor room to the travel agent - he said that he can't guarantee - depends what is available at time of check-in (I didn't think this was good enough?!). I also sent an email request to the Bali Padma via their website with date/time of our arrival.
We did get 1st floor rooms as we requested again upon check-in. Only problem being we were with another couple & wanted to be next door to each other, but in the end we were 2 blocks apart which we couldn't get changed as the hotel was very busy & couldn't move us any closer. Oh well, we will put in a special request for that next time.
