Most hotels will let people who are no staying there the use of their pool. It usually only applies to visitors and authorized people such as in an emergency people from an adjoining hotel that has temporarily a pool out of action. This only happens rarely and do not worry, because you will not notice it even if it does happen during your stay, as very few people would bother to go to the trouble of organizing permission.
