I have done a food handlers course and we were told that you should boil water for at least 5 minutes if possible but an absoulute minimum of 3 minutes to kill germs. If in a high altitude area it needs to be boiled for longer as it boils at a lower temperature than sea level and should be boiled for 10 minutes on a rolling boil. Don't know Bali's altitude but hope this helps.
