So it is almost always safe these days. Even if there were no regulations, I don't think it would behoove any business to have all their customers suddenly rush to the toilet all at once, for the sake of saving a few cents on ice.
Water only takes 20 minutes to be absorbed by your body. After drinking contaminated water, the effects can strike very quickly. So it's not hard to trace the contamination to its sourse. No-one wants to have to deal with that.
