I have stayed at the Adhi Dharma Hotel (but walk through the cottages on my way to Legian Rd) and have stayed at the Bali Garden.
My only gripe with the Bali Garden is that I don't like that end of town.
Having said that, the Bali garden is on the beach, although there is no surf that end due to the reefs, and it has a bigger pool and all the rest. Just don't get a room on the street - very noisy.
The cottages are a totally different property and are in the heart of Legian/Kuta. There is no easy access to the beach which is a couple of big blocks away(there are some short cuts through other hotels but you would not want to have to rely on them).
For a family holiday, I would have to say the BG.
