we are heading to Bali beginning of June and have found the same issue with booking packages. Our travel agent (Travelworld) has booked and confirmed our accommodation with chosen hotel and has put reserves/holds on seats with Garuda. this way, we are guaranteed both - just waiting on the pricing for air tickets to be released so we can pay for the holiday. Doesnt cost anything to have seats on a plane held for you, so you can get holds put on both Garuda and Air Paradise - it just secures you a seat. Hope this is of help.
