If a travel agent makes a mistake on a quote it is their resposibility to wear the difference. If your quote was absolute and there were no notations regarding property availability then you shouldn't pay.
If this was the done thing nobody would be safe to get a quote from anywhere. As I now do some part-time travel I have been made aware to NEVER put it in writing until you are sure that Air & Land are available in the class that you are pricing.
I'd take this further myself.
