yes, anyone can get the tourist licence. You just pay the money and take your passport with you. It is only valid for 1 month and you will have to go back every month to renew it. When I was there in August/Sep the price was 120,000rp per month. But I had been told it has gone up. If you go with the guy I mentioned in my JBR Johnnie Walker, he will take you to get the licence without adding any fee on top. He believes if you hire the bike from him you shouldnt pay any more on top of the fee the police charge for the licence. I certainly felt more at ease having it on and doing the right thing.
